Used to appoint an annuitant retired from California Public Employees' Retirement System (CalPERS) or State Teachers' Retirement System (only if prior STRS is with CSU) who presently holds an A56 appointment at the campus and is on the PIMS database and is being appointed to an additional position or has retired from a civil service position.

General Information

  1. Academic year employees may be re-employed without reinstatement from retirement status within the guidelines of Government Code 21227 (for CalPERS annuitants) or Education Code 23918 (for STRS annuitants). Administrative and nonacademic employees may be re-employed without reinstatement from retirement status within the guidelines of Government Code 21229.

  2. Unless superceded by a Memorandum of Understanding, rehired annuitants are not entitled to vacation, sick leave (excludes participants on the Faculty Early Retirement Program - FERP), personal holiday, holiday credit or holiday pay.

  3. Unit 3 annuitants appointed to consecutive year employment (e.g., Temporary Lecturers with a three-year appointment entitlement) that spans consecutive academic years, or is a continuing 12 month appointment, do not need to be separated until the end of the appointment provided the annuitant does not exceed work period limitation set by the Government code under which the annuitant retired. A separation transaction (S31) is required if the nature of the appointment changes or the annuitant does not work the following year.

  4. With the exception of the Unit 3 annuitants described above, all other employees must be separated at the conclusion of each period of employment to ensure their status remains in compliance with CalPERS requirements.

  5. Rehired annuitants appointed to staff positions can be appointed as intermittent.

  7. If an employee is working in an additional non-CalPERS position and retires, including retiring from a civil service position that is in CalPERS, refer to Transaction S70.

 

Audit Instructions

  1. Item 125, Disability Status, is normally optional on an additional position. Note however, that since this item is not required on a student assistant position, an A54 Special Payment Transaction or positions separated prior to implementation of Item 125 in July 1990, Item 125 is required on the additional position if the existing position is descriptive of one of the aforementioned situations (or categories).

  2. Item 505, Retirement System Code, is ’NM’.  If the employee has a FERP position that has continuous service, then the additional position is coded as an 'N' until no longer FERP.

  3. Item 430, Probationary Code, is always ’N’.

  4. Item 450, Prior State Service, is always '4' to establish a new position sequence.

  5. Item 704B, Management Data Element No. 2, is ’ARTL12’ for Temporary Lecturers with a three-year appointment.

  6. Item 716, Sabbatical Eligibility Date, should be blank for R03 employees.

  7. Item 958, Final Salary Anniversary, is required for all R03 appointments.

Furlough Instructions Effective 7/31/2009 Through:

  • 6/30/2010 - Non-AY and Non-Cruise CMA

  • July 2010 Pay Period - AY-Cruise CMA

  • September 2010 Pay Period* - AY - Non CMA, Non-Cruise

 

  1. Eligibility Substantiation is required on all appointments subject to the furlough program.

When attempting to add an additional position and you receive this message, verify PSN screen. If the employee is out of service with a code ’C’ or ’P’, or the code is ’S’ and the position is not at your campus, contact your CSU Audit Representative

TRANSACTION CODE AND/OR ACTION CODE IS INVALID.

Due to an Employment History program error when processing an A56 correction or void (suffix = 'C' or 'V', respectively) Item 450 (Code '3') must be entered on the prompter screen. If this item is not entered, you will receive this message.
