Commitment

The California State University (CSU) is committed to ensuring digital accessibility for all users, including individuals with disabilities. In alignment with CSU Executive Order 1111, persons with disabilities must be afforded services in an equally effective manner or provided reasonable accommodations to participate in University programs, services, and activities in ways that are equal to those afforded others.

The Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, California Government Code §11135, and Section 508 of the Rehabilitation Act establish requirements to ensure that individuals with disabilities have equal access to programs, services, activities, and information and communication technology. These federal and state laws prohibit discrimination on the basis of disability and require public institutions to provide access in an equally effective manner.

The U.S. Department of Justice's Final Rule updating regulations for Title II of the ADA formally adopts the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA as the accessibility standard for web content and mobile applications provided by state and local governments. CSU aligns its digital accessibility efforts with these standards to ensure consistent, inclusive access for all users.

Conformance Status

The California State University (CSU) currently strives to ensure that its digital content and services are accessible to all users. The CSU follows the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA as the standard for web accessibility.

Most CSU web content is designed to meet WCAG 2.1 Level AA requirements. Accessibility is incorporated into CSU practices through policies, procurement processes, training, and regular accessibility testing.

Accessibility testing is conducted using a combination of automated tools and manual evaluation methods. Tools such as Pope Tech are used to monitor accessibility compliance and identify potential issues across CSU websites.

While the CSU strives for full compliance with WCAG 2.1 Level AA, some content may not yet fully conform to accessibility standards. We are actively working to identify and remediate accessibility barriers and to improve the accessibility and usability of CSU digital services on an ongoing basis.

Accessibility is an ongoing effort. Our assessment approach includes:

• User feedback
• Third-party accessibility evaluations
• Automated accessibility scans utilizing PopeTech
• Manual assistive technology reviews

Accessibility monitoring and remediation efforts are managed by the Accessible Technology Initiative (ATI) team in collaboration with web developers, content editors, and campus stakeholders.

We are committed to continuous improvement through regular testing, remediation planning, and campus-wide accessibility training initiatives.
