CSU Policy allows each university president, or designee delegated authority to directly manage the capital outlay process from initiation of preliminary funding and project design through construction and occupancy for capital outlay projects approved by the Board of Trustees regardless of funding source.
Universities are required by policy to maintain a current capital outlay management plan and submit updates to the Certification Review Board, (CRB).
The CRB is to: 1) review capital outlay management plans and university performance in managing projects, and 2) recommend to the Executive Vice Chancellor, Business and Finance, a management delegation status for each campus. To support compliance with policy, the CRB has developed the Capital Outlay Management Plan Template, which is available in the Reference section below.

With over 40 years of experience in design, construction, and project management, Mr. Schulz has played a key role in delivering more than $4.5 billion worth of public facilities throughout his career. He is a licensed architect and senior building official in California.
Mr. Schulz holds a Bachelor of Architecture from Ball State University and a Master of Architecture from Cal Poly Pomona. Beyond his professional achievements, he’s a proud husband, father, grandfather—and an Aztec for Life.
Claudio Lindow
Vice President for Administration and Finance, California State University Los Angeles
Claudio Lindow is California State University Los Angeles new Vice President for Administration and Finance, an accomplished executive with over 25 years of experience in higher education administration, specializing in financial management, IT strategy, logistics and operations. He has successfully led fiscal reforms, optimized processes, and integrated advanced technologies to support academic excellence. He is known for his ability to guide institutions through fiscal challenges, manage large-scale projects, and foster strong stakeholder relationships. His leadership in finance, IT and operational improvements has significantly enhanced student services and institutional efficiency in the City University of New York and Long Island University. Claudio holds advanced degrees in Business Administration, Management Information Systems and Computer Science, along with certifications in PMP, Lean Six Sigma, and is also Peer evaluator for the Middle State Commission for Higher Education.
Michael Fisher
Vice President for Administration and Finance and Chief Financial Officer, Cal Poly Humboldt
Michael Fisher serves as Vice President for Administration and Finance and Chief Financial Officer at Cal Poly Humboldt, where he oversees a $350 million operating budget. During his tenure at the University, he has helped deliver nearly $1 billion in capital development.
With more than 20 years of experience in a variety of roles at Cal Poly Humboldt, Michael has played a central role in advancing major campus initiatives, supporting the University’s transition to a polytechnic institution, securing significant state investment, and expanding University land holdings to accommodate future growth. Guided by a leadership philosophy centered on building “relationships through trust,” he is known for his collaborative approach, commitment to organizational learning, and focus on long-term financial sustainability.

Responsibilities
Universities are required to update the capital outlay management plans as follows:
- Every December
- Whenever there are staff changes
- When the plan no longer reflects universitiey practice
These updates may be signed by the university Vice President for Administration (VPA), however, should an update include a new VPA or other revision concerning the VPA, the update shall be signed by the universities president.
With each update, university staff shall download the capital outlay management plan template to ensure they are using the most current version. The template includes the
following elements:
- A compliance statement that the campus will follow all applicable laws, and CSU Policies, procedures, requirements, and administrative manuals in fulfilling all project management responsibilities authorized under this delegation of capital outlay management authority, including project management for auxiliary projects.
- An organizational chart for administration of capital projects, on which the university shall:
- indicate a direct relationship between the university deputy building official and the chief building official at CPDC, and between the university Inspector of Record (IOR) and the university deputy building official
- provide signature authority for every position on the organizational chart (please note that positions filled by consultants shall have no contractual or monetary signature authority)
- indicate which positions serve as executive facilities officer, deputy university building official, risk manager, certified access specialist, construction administrator, project manager, and inspector of record; indicate how the project manager and inspector positions are staffed (i.e., consultant or employee). If any of these positions are project-specific hires and are not currently under contract, indicate "TBD" (to be determined).
- A narrative describing how your university is addressing project managment for auxiliary organization projects. Include any relevant documentation, such as samplse agreement documents between the university and the auxiliary organization. If auxiliaries manage their own projects, provide an organization chart and resumes for the auxiliary project management staffing.
- A summary of projects that are in planning, design and in construction. If any of the projects listed are contracted under a TO-CA master enabling agreement please indicate "TO-CA" in addition to the delivery method (e.g., CM at Risk, Collaborative Design-Build).

- Recommend to the Executive Vice Chancellor, Business and Finance, a management delegation status for each campus.
