The Chancellor’s Office is committed to creating and maintaining an environment where unlawful discrimination and harassment are not tolerated and where all employees and applicants can receive equal consideration and respectful treatment.

In compliance with Federal and State anti-discrimination laws and the CSU Policy Prohibiting Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking and Retaliation (EO 1095, 1096 & 1097) (“Policy”), the Chancellor’s Office (CO) shall not discriminate against any employee, applicant, or third party on the basis of age, disability (physical and mental), gender (or sex), gender identity (including nonbinary and transgender), gender expression, genetic information, marital status, medical condition, nationality, race or ethnicity (including color, caste, or ancestry), religion (or religious creed), sexual orientation, or veteran or military status. 

The Policy prohibits discrimination and harassment based on specified grounds as well as retaliation for engaging in protected activities. The Policy is the CSU systemwide policy on sex discrimination and harassment in accordance with Title​ IX.

The CSU systemwide policy on disability support and accommodation is stated in Executive Order 1111. To request a reasonable accommodation for a disability, employees should contact Desi Ballat-Dyson or Rudy Figueroa.

CSUEU represented employees are covered by the non-discrimination policy in Article 25 of the CSUEU agreement, in addition to the above policies.

Unless specifically excluded under the Policy, supervisors who are aware of or receive a report or complaint of harassment, discrimination or retaliation are required to immediately notify Sarah Clegg, Interim Assistant Director, Title IX.

Complaint Procedures

The Chancellor's Office takes allegations of discrimination, harassment or retaliation very seriously and will promptly conduct an investigation when warranted.

Chancellor's Office employees, former employees, applicants for employment and third parties may file a complaint regarding discrimination, harassment or retaliation. The appropriate complaint procedures should be followed, as outlined in the CSU Policy Prohibiting Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking and Retaliation (EO 1095, 1096 & 1097). The Complaint Form is included in this policy as Attachment F.

​Sexual Harassment and Non-Discrimination on the Basis of Gender/Sex (Title IX)

The California State University does not discriminate on the basis of gender, which includes sex and gender identity or gender expression, or sexual orientation in its education programs or activities.

Title IX of the Education Amendments of 1972, and certain other federal and sta​te laws, prohibit discrimination on the basis of gender or sexual orientation in employment, as well as in all education programs and activities operated by the university (both on and off campus), including admissions. The protection against discrimination on the basis of gender or sexual orientation includes sexual harassment, sexual misconduct, and gender based dating and domestic violence and stalking.

In accordance with the CSU Policy Prohibiting Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking and Retaliation (“Policy"), unless specifically excluded under the Policy, CO employees who are aware of or receive a report or complaint of harassment, discrimination or retaliation are required to immediately notify Karen Bell, Director of HR Services, Learning and Engagement, Chancellor's Office Human Resources. 

Reports may be completed online, or you may contact Karen directly (see contact information below). In addition, employees may report alleged violations to their immediate supervisor/manager.

Any person may report sex discrimination, including sexual harassment (whether or not the person reporting is the person alleged to have experienced the conduct that could constitute sex discrimination or sexual harassment), in-person, by mail, by telephone, or by electronic mail, using the contact information listed below for the Title IX Coordinator, or by any other means that results in the Title IX Coordinator receiving the person's verbal or written report. Such a report may be made at any time (including during non-business hours) by using the telephone number or electronic mail address, or by mail to the office address, listed for the Title IX Coordinator.
