Dilcie D. Perez

Dr. Dilcie Perez serves as vice chancellor for Strategic Enrollment Management and Student Success for the California State University. She provides executive leadership for student success, student affairs, equity and belonging, strategic enrollment management and international education. Perez leads systemwide efforts to remove barriers to opportunity and create the conditions for every student to thrive. She is leading the development and implementation of the CSU's Student Success Framework and Strategic Enrollment Management Framework, two foundational initiatives that advance the university's strategic vision through CSU Forward.

Perez joined the CSU Chancellor's Office in 2022 as associate vice chancellor for Student Affairs, Equity and Belonging and later served as deputy vice chancellor for Academic and Student Affairs and chief student affairs officer before being appointed the CSU's first vice chancellor for Strategic Enrollment Management and Student Success in 2025. Throughout more than 23 years in higher education leadership, she has advanced innovative approaches to student support, including co-leading the development of California's first housing community for college students experiencing homelessness, establishing a comprehensive student basic needs center, and redesigning student services to better connect students with learning, career and support pathways.

Before joining the Chancellor's Office, Perez served as vice president and assistant superintendent of Student Services for the Cerritos Community College District, dean of student life and judicial affairs at the MiraCosta Community College District and held several leadership positions during 13 years at her alma mater, Cal State San Marcos. She currently serves on the California Education Interagency Council and the Board of Directors for the Campaign for College Opportunity.

Perez earned an Ed.D. in educational leadership from San Diego State University, a master's degree in administration from Central Michigan University and a bachelor's degree in political science from Cal State San Marcos.
