California State University and Faculty Union Name Fact Finding Panel
Feb. 1, 2007 -- The California State University and the California Faculty Association have appointed a fact-finding panel, as the next step for impasse procedures under the Higher Education Employer-Employee Relations Act.
The members of the panel include Jackie McClain, CSU vice chancellor for human resources, representing the CSU; John Travis, CFA president, representing the CFA; and Sylvia P. Skratek, a labor arbitrator/mediator as the neutral representative appointed by both parties.
Panel hearings should start February 9. The panel is expected to produce a report outlining recommendations to resolve all of the outstanding bargaining issues.
Recommendations by the fact-finder panel are non-binding and may be accepted or rejected by either party.
Mediation sessions between the CSU and the faculty union ended on Dec. 15 without the parties reaching an agreement. Both parties maintained their positions on all outstanding issues during mediation sessions.
The CSU has made an excellent compensation offer that will benefit all faculty members and make their compensation more competitive. The salary offer, which was rejected by the union, includes a 24 percent salary increase to be paid over the next three years, and CSU payment of 100 percent of the increase in medical insurance premiums over the life of the contract. The actual value of the CSU offer will be a 27 percent increase in salary during the next three years once the annual increases in the CSU offer are compounded.
The CSU has reached agreements with eight other bargaining units, representing physicians, healthcare workers, administrative and technical support, academic support, trades and law enforcement.
The CSU wants to come to an agreement with the faculty union so its 23,000 faculty members can receive the salary and medical benefits they deserve. In the meantime, the CSU and the union have agreed to extend the current contract until Feb. 28.Formal Offer to California Faculty Association
