Executive Order No. 1049

Attached is a copy of Executive Order No. 1049, which authorizes California State University, Chico to establish a Category II, Materials Service and Facilities Fee. The request to establish this fee included the desire to set aside 20 percent of the revenue from this fee for financial aid purposes. No part of the portion dedicated to miscellaneous course fee expenditures may be set aside for financial aid purposes, according to E.O. 1034.

This executive order includes a fee escalation of $8 per academic year until it reaches its maximum rate in 2019/20. If at any time revenues from this fee significantly exceed expenditure need, the fee rate should be frozen or adjusted accordingly. Fee rates should always align with a specific expenditure plan.

In accordance with policy of the California State University, the campus president has responsibility for implementing executive orders where applicable and for maintaining the campus repository and index for all executive orders.

Category II, Material Services and Facilities Fee

This executive order is issued under the authority granted by Education Code Sections 89035 and 89700, Standing Orders of the Board of Trustees, Section II, i, the Board of Trustees’ Resolution RFIN 05-08-04, and consonant with Executive Order No. 1034.

Effective June 23, 2010, California State University, Chico is authorized to establish a Category II, Materials Services and Facilities fee at the rate of $46 per academic year in 2010/11 and increasing by a maximum of $8 per academic year until 2019/20, at which time any changes in fee rate is subject to the applicable policies and processes in place at that time to change mandatory campus based fees.

This fee is authorized for two distinct purposes: 1) $26 will be dedicated annually to Category III miscellaneous course fees (excluding course fees for field trips or travel, and special fees assigned to nursing courses). The revenue from this portion of the fee will be used in the same manner as, and with the same restrictions as, revenue collected from miscellaneous course fees, as outlined in Executive Order 1034, Attachment 3. No financial aid can be set-aside from this portion of the fee. 2) The remainder of the fee is to be used to support student learning in the classroom including: funding for student assistants, hardware and software available to students, and use of specific labs and facilities. A portion of this fee can be set-aside for financial aid in accordance with the statement of revenues and expenditures approved during the fee consultation process.

The revenue from this fee cannot be used for salaries, benefits, travel, hardware or software for any university faculty or staff and cannot be used for capital improvement projects. The fee will be distributed to academic departments on campus in accordance with processes and policies in place on the campus, and its use shall be reviewed annually by the student fee advisory committee and the president.

In accordance with Section 89721(l) of the Education Code, revenue collected from student fees shall be deposited in a local trust account, and reported in FIRMS Object Code 501111.
