CSU Seismic Review Board

The 1989 Loma Prieta earthquake and the 1987 Whittier Narrows earthquake led to the 1992-93 Budget Act providing for seismic reviews of CSU facilities. To assist in the process of implementing the technical review program, the CSU Seismic Review Board (SRB) made of subject matter experts was formed to advise the CSU as well as to provide support to each campus of the CSU through a Seismic Peer Review program.

Tom has over 40 years’ experience in the structural design and project administration of large-scale building projects including institutional structures, high-and mid-rise commercial buildings, hotels, sports, entertainment, and performing arts facilities. He is especially well-versed in the evaluation of earthquake safety and performing peer reviews for a variety of projects. Tom also serves as an Adjunct Professor at UCLA with courses focused on earthquake engineering and structural steel.

Barry Schindler has nearly 50 years’ experience in designing, overseeing and reviewing thousands of projects across education, municipal, commercial and residential projects in the public and private realm. His decades of experience have honed tremendous skills in identifying, analyzing, and realizing cost-effective approaches and designs for a wide variety of structural upgrades, problems, and failures in facilities at all stages of design, upgrades, and renovations.

Dirk has been a practicing engineer since 1989. His professional interest and expertise is in the area of posttensioned and reinforced concrete, seismic design, seismic retrofit and vertical load retrofit. In addition to his structural design experience, Dirk also teaches at several California universities and is a published author in the field of posttensioned concrete.

Maryann Phipps  

Maryann Phipps, S.E.

Maryann has over 40 years’ experience evaluating, designing, and renovating buildings for resistance to earthquakes, and provides ongoing consulting, design, and peer review services for institutional clients throughout California. Her focus on post-earthquake functionality and extensive hands-on experience designing seismic protection for nonstructural components, has helped make her a recognized expert in the field.

Noelle has 33 years of diverse technical and project management experience in structural engineering, including institutional and civic buildings, transit stations, hospitals, and seismic retrofit and renovation projects. Noelle has developed special expertise in seismic design, peer review, and plan check. Noelle brings an efficient and collaborative work approach to the projects she directs.

Steve has more than 30 years of structural engineering experience specializing in seismic evaluation, retrofit, peer review, and design of academic, sports, housing, healthcare, office, parking, and support facilities for institutional and corporate clients. Steve’s expertise includes advanced analytical techniques, seismic resilience strategies, and performance-based design, which he utilizes to help clients understand and mitigate seismic risk.

Debra’s areas of expertise include seismic-related geotechnical and geologic hazard analysis, evaluation of geotechnical foundations, development of acceleration time histories and performing site response analysis for the dynamic analysis of structures. Debra manages geotechnical evaluations, construction oversight, performance assessments of existing large buildings, geotechnical engineering analyses and performs peer reviews.

Responsib​ilities

The SRB is an advisory board to the CSU. Recommendations from the board have lead to the establishment and maintenance of the CSU Seismic Requirements as well as placement of structures on the CSU Seismic Priority lists.

Each board member, with the exception of the geotechnical member, is assigned to several campuses of the CSU in order to become familiar with the campus as well as provide peer reviews when called upon through a separate Seismic Peer Review Service. All Major Capital projects of the CSU are required to receive concurrence from the associated review board member prior to submission of the project for Schematic Design phase review as well as at 90% Construction Documentation Phase of a project design. The geotechnical engineer member of the board is responsible for advising the CSU on incorporation of campus specific seismic ground motion parameters as well as systemwide support related to geotechnical issues.

In the event of a major seismic event, a designated Seismic Review Board member identified per the CSU Seismic Review Board Emergency Response Protocol will act as the Designated Building Official of the impacted campus.

Meet​​​ings

The scheduled bi-monthly meetings of the board are conducted virtually or in-person, and rotated among the campuses of the CSU to provide regular firsthand observation of the campuses as well as to accommodate discussions between the Office of the Chancellor staff, board members, and the campus staff.

S​​RB Seismic Requirements:

The California State University (CSU) Seismic Requirements were established to implement the Seismic Policy approved by the Board of Trustees. The CSU Seismic Policy applies to all structures within the bounds of a CSU physical master plan. To accomplish its seismic purpose, it requires considerations of gravity loadings and response. Design performance and submittal requirements are provided through standards and guidelines. Guideline documents have the most administrative leeway, whereas standards are specific performance metrics with limited leeway. Any document that is posted on the CSU website at the time of the project submittal is considered to be in effect for the project.
