Title 5 Statement of Reasons

The following are changes proposed to Title 5 of the California Code of Regulations.​​

Statement of Reasons for Amendment of
Title 5, California Code of Regulations, Section 42920

Article 4.1 of Subchapter 7, Chapter 1, Division 5 of Title 5 of the California Code of Regulations, which addresses holidays observed by the California State University, is being revised to update Section 42920 to include June 19 as a paid CSU holiday.  June 19, also known as Juneteenth, honors the day that Union General Gordon Granger led troops into Galveston, Texas to announce the end of both the Civil War and slavery to the thousands of enslaved people in Texas in 1865.  Assembly Bill 1655, Chaptered on September 29, 2022, officially added Juneteenth to the list of state holidays.  However, to officially observe this holiday as a paid holiday, the CSU must amend Section 42920.​
