Oscar joined the California State University’s Office of General Counsel in February 2026 and serves as University Counsel for California State University, Stanislaus. Oscar is a member of the Office of General Counsel Student Success and Academic Affairs Team and is a resource specialist on matters related to Contracts & Procurement and Conflicts of Interest.

Prior to joining CSU, Oscar served as Assistant General Counsel for the Los Angeles Community College District, one of the largest community college districts in the nation. He advised district leadership and the Board of Trustees on public sector legal issues, with a focus on bond-funded construction and facilities programs, procurement and contract negotiation, governance, and risk management.
