Dr. December Bolden serves as the Assistant Vice Chancellor and Chief of Staff in the Office of General Counsel. In this role, she provides high-level executive leadership, strategic, and administrative support to the Executive Vice Chancellor and General Counsel and the Associate Vice Chancellor and Deputy General Counsel, and plays a central role in advancing the goals and priorities of the Office of General Counsel.
Dr. Bolden oversees and manages the administration and daily operations of the Office of General Counsel, including supervising the manager, legal operations, executive assistant, legal operations & special projects, paralegal supervisor, legal secretaries, and ensuring an equitable distribution of work across the office. She manages the department’s budget, oversees travel and reimbursement approvals, coordinates office-wide support services, and serves as the principal administrator for OGC’s database and matter management systems. She also acts as the primary liaison between the Office of General Counsel and campus executives, systemwide leadership, and the CSU Board of Trustees. Dr. Bolden also serves as an OGC ambassador across Chancellor’s Office divisions, managing relationships and projects to ensure OGC perspectives are incorporated into systemwide decision-making.
Prior to joining the Office of General Counsel in 2011, Dr. Bolden served as the Deputy Director of Operations at the Western Center on Law & Poverty, a public interest law organization. She has also served on the pro bono panel as a Mediator for the Superior Courts of California, County of Los Angeles, mediating Civil Harassment and Small Claims cases involving a wide range of disputes.
Dr. Bolden brings extensive experience in executive leadership, project and operations management, higher education administration, and legal office management. She is recognized for her ability to lead complex initiatives, manage highly sensitive matters with discretion and sound judgment, and build collaborative relationships across diverse stakeholders.
