Below provides a summary of the current COVID-19 related paid leave programs available to employees. Employees continuing to need time off for COVID-19 related issues, should contact their campus Human Resources Office. Employees may also be eligible to use sick leave and/or vacation balances or request an unpaid leave of absence.
On March 19, 2021, California Governor Gavin Newsom signed Senate Bill (SB) 95, which creates a new COVID-19 paid leave benefit for CSU employees. The new supplemental paid sick leave (SPSL) can be used for various COVID-related absences when the employee is unable to work or telework. SB 95 provides up to 80 hours of supplemental paid sick leave for full time employees, prorated for less than full time employees and applies retroactively to January 1, 2021, and is effective through September 30, 2021. Below lists the reasons for leave usage.

The paid leave provisions in ECRL comply with and enhance the requirements prescribed in SB 95.
Most employees, including exempt and non-exempt, are eligible for ECRL. Retired annuitants are ineligible as they are excluded by law from receiving any leave benefits as well as student assistants who are utilizing Federal Work Study, are prohibited from receiving paid leave (any fringe benefit) of any kind otherwise they risk losing their work study status, thus resulting in them being ineligible for ECRL.
The number of hours available for employees who work less than full-time shall be prorated according to their full-time equivalency, or the percent of the appointment (hours normally scheduled to work). There is no waiting period to become eligible for this leave, and new employees hired after the effective date are considered eligible upon hire. Personal leave credits used by employees for ECRL qualifying reasons after the effective date of this program and before the issuance of this technical letter shall have their leave restored upon written or oral request by the employee.
ECRL can be used for the following reasons when employees are unable to work on site or telework:
Paid leave up to 128 hours (16 days) has been granted effective January 1, 2021 through December 31, 2021 for the following groups of employees unable to work due to COVID-19-related reasons as outlined in Senate Bill 95 (Chapter 13) which was signed by the Governor on March 19, 2021.
Employees represented by Teamsters (Unit 6) are eligible to participate in ECRL. Under ECRL, up to 256 hours is available to eligible employees when unable to work remotely. ECRL is effective January 1, 2021 through December 31, 2021.
