CSU Forward: A New Strategic Plan for the CSU

On September 9, 2025, the California State University shared a new systemwide strategic plan, its first in more than a decade. This plan reflects the system’s commitment to proving that high-quality education for everyone isn’t just possible, it’s an imperative for individual, community and state vitality. This commitment reflects California’s strength: our state’s diversity drives economic prosperity as the world’s 4th largest economy, and the CSU’s personalized approach to serving all Californians directly powers this success.

The plan offers a guiding framework for alignment across campus-level plans while allowing universities to address the unique needs of the communities they serve. It defines the CSU’s overarching vision – providing clarity and ensuring that all constituents and stakeholders understand the CSU’s identity, values and strategic priorities, as well as how we intend to advance those priorities.
