3723  CALIFORNIA STATE UNIVERSITY LOTTERY EDUCATION FUND,

Funds for The California State University Lottery Education Fund are 
received quarterly from the California State Lottery Fund.  The monies are 
deposited in the State Treasury to the credit of The California State 
Universities. These funds are continuously appropriated to The California 
State Universities.  Funds are made available to the campuses via an 
allocation order issued by the Chancellor's Office, Budget Planning and 
Administration Division.  The campus accounts the allocations in this fund 
similarly to the way it would account an allocation in a governmental fund.

 1.	Trust Projects

	See General Guidelines, SUAM Paragraph 3710.01.

 2.	Trust Agreements

	Trust agreements are not required for this fund, but it is required that 
	campuses maintain accountability for the funds to the detailed level 
	provided in the allocation orders.

 3.	Working Capital

	The working capital for this fund is maintained in the State Treasury 
	and is accounted by the CSU Controller's Office.

 4.	Budgets

	The Management and Business Analysis Office in the Chancellor's 
	Office annually prepares the budget for the Lottery Fund.  Once the 
	budget has been approved by the CSU Trustees, allocations are made to 
	the campuses from the Office of Budget Planning and Administration.  
	These allocations are to be administered on the campus in individual 
	accounts appropriate to the detail provided in the allocation orders.

 5.	General Accounting

	a.	Accruals

		At the end of each fiscal year, accruals for expenditures are to be 
		made based upon goods and services received.

	b.	Obligations

		See General Guidelines, SUAM Paragraph 3710.05.02.

	c.	Relief of Accountability

		Not applicable.

 6.	Receipts

	Any funds received for the Lottery Fund are to be remitted to the State 
	Treasury.

 7.	Disbursements

	Disbursements are made by issuing claim schedules to the State 
	Controller's Office.

 8.	Purchasing

	See General Guidelines, SUAM Paragraph 3710.08.

 9.	Personnel/Payroll

	Personnel can be appointed to the Lottery Fund.  Each campus has been 
	assigned a Payroll Agency Code by the State Controller's Office, Payroll 
	Division.

10.	Investments

	Investments of Lottery Funds are administered by the Chancellor's 
	Office.

11.	Insurance

12.	Reimbursement to General Fund
