References: 34 C.F.R. 682; NASFAA Encyclopedia 6.17.

Bank loans are payable either to the student or to the student and the
university. The university may require the student to sign over a bank loan
to pay registration, housing, or other fees. If there is a balance due, the
university will prepare a check payable to the student. The university should
make every effort to expedite the preparation of the balance check.

Bank loans not claimed within thirty days of the date of the check must be
returned to the lender. Checks for students who do not meet the enrollment
requirement also must be returned to the lender.
