2803  BUDGET PROCESS

In the annual budget process, the Legislature appropriates federal monies, in 
the Federal Trust Fund, in an amount equal to the CSU budget for all campus 
federal financial aid programs.  This legislatively approved expenditure 
authorization is then made available to each campus by action of the office of 
Budget Planning and Administration (BPA) in the Chancellor's Office .  The 
following paragraphs present a summary description of the process.
