Two appointees to CSU board face a rough ride

 

Gov. Gray Davis has appointed Bakersfield attorney Milton Younger, 72, and Stanley Toy, 54, a Los Angeles emergency medicine specialist, to the California State University Board of Trustees.
Both men must be confirmed by the state Senate, but Sens. Ross Johnson, R-Irvine, and Pete Knight, R-Palmdale, who represent the GOP on the five-member Rules Committee, have pledged to withhold votes for any fixed gubernatorial appointments during the recall campaign.

CSU trustees, who set policy for the 23-campus system, serve eight-year terms.

State law requires that trustees receive a two-thirds majority for confirmation, which means either Johnson or Knight would have to vote with the three Democrats on the committee in order for the nominees to advance to the Senate floor.

"This is a unique circumstance where we may have a new governor in four weeks' time," Johnson said. "Whoever becomes governor Oct. 7 should be given the opportunity to make these termed appointments."

No confirmation date has been scheduled for Younger and Toy.
