Sacramento Bee 8-6-03 CSUS to curb spring '04 transfers |

| California State University, Sacramento, officials have announced enrollment cutbacks that will bar some students from transferring to the campus for the 2004 spring semester. First-time freshmen, freshmen transfers and sophomore transfers must wait until fall 2004 for entry, said CSUS spokesman Frank Whitlatch. More than 215 students in those three categories were granted spring admission to CSUS last year. Sophomore transfers -- who numbered 136 for spring 2003 -- are most likely to be affected by the decision. State budget cuts have forced the campus to limit spring transfers to upper-division students who have at least 56 credits from another college or university. Graduate students and those seeking teaching credentials will be able to transfer. San Francisco State University will follow similar limitations for the spring. Campus officials said they are following orders from CSU Chancellor Charles Reed, who last week warned that the 23-campus system -- home to more than 400,000 students -- must deny admission to as many as 30,000 students for the spring 2004 term. Reed urged each of the campus presidents to cut enrollment growth projections for 2004 by nearly half. Gov. Gray Davis signed a $99.1 billion state budget Saturday that slices more than $700 million from California's three tiers of public higher education. Some cuts will be covered with higher student fees, which have been raised by 30 percent at CSU and the nine-campus University of California for the fall. Although the budget includes $268 million to fund enrollment growth at CSU and UC this academic year, lawmakers said they will not approve money for any expansion next year.
