Trustees to Adopt CSU Budget for 2010-2011

  • The CSU Board of Trustees will vote on the 2010-2011 CSU Support Budget request to the state. The budget plan, described as a "recovery" budget for the CSU asks the state for a total of $884 million.
  • First, the proposal requests funding for one-time cuts imposed in 2009-2010 totaling $305 million. It also calls for $296 million to restore funding for the Higher Education Compact to pay for mandatory costs increases, enrollment growth and compensation increases. Also included is an estimated $111 million needed to “buy out” a 10 percent fee increase (the net after one-third is set aside for financial aid).

  • Finally, the budget plan calls for $283 million to restore funding for collective bargaining agreements in 2008-09 and 2009-2010 that were not funded as a result of the state’s inability to provide the needed revenue. The total $884 million budget request would increase the General Fund base of $2.3 billion to $3.2 billion and would exceed the budget provided to the CSU in 2007-08 by 8.7 percent.

arrow 2009-10 Student Fee Report: CSU Still Among Most Affordable

  • Trustees will hear an annual report on student fees. The report compares fees for each campus with those of the previous year for residents and undergraduate students. The report will also include fees from 15 other public institutions used by the California Postsecondary Education Commission to compare student fees and faculty compensation.

  • CSU's 2009-10 academic year, resident, undergraduate fees average $4,893. This represents a State University Fee increase of $978 (32 percent) from 2008-09, and an average campus-based fee increase of $66 (8 percent) from the prior year.

  • The CSU continues to maintain one of the lowest undergraduate fees among the 15 public comparison institutions. The average resident undergraduate fee among these institutions is $8,054 versus the CSU average of $4,893.

  • At the graduate level, CSU has the lowest fees among comparison institutions. The 2009-10 average resident graduate fee is $10,759 compared to the CSU fee average of $5,829.
