 Trustees to Vote on Student Fee Increase

  • Facing an unprecedented drop in state support, the California State University Board of Trustees will vote on a State University Fee increase for the 2009-10 academic year. If approved, beginning in fall 2009, annual full-time fees will increase by $672 for undergraduate students, $780 for teacher credential students and $828 for graduate students. This increase will be in addition to the $306 fee increase (fulltime undergraduate) adopted in May.

  • The undergraduate State University Fee would go up from $3,354, as adopted in May, to $4,026 per year. Including the average campus fees of $801, undergrads would pay approximately $4,827 per year, which continues to be the lowest fee rate among comparable institutions.

  • The university will set aside one-third of the revenue from the fee increase ($79 million) to augment financial aid to cover the fee increase for financially needy students. The remaining $157 million will help mitigate impacts to student access and quality as a result of the unprecedented reduction in state budget support.

  • More than 187,000 students will be covered dollar-for-dollar for the increase through a mix of grants, fee waivers and newly expanded federal tax credits.

  • Trustees will also vote on a nonresident tuition increase of $33 per semester unit ($22 per quarter unit). This would raise full-time tuition from $10,170 to $11,160, and generate approximately $11.5 million for the 2009-10 budget year. This is the first increase in nonresident tuition since 2004-05.   • Trustees will hear a report on the CSU 2008-09 and 2009-10 budgets. Gov. Schwarzenegger and the legislature remain deadlocked on closing a $26.3 billion budget deficit. The "July Revision" of the budget proposes a "retroactive" reduction to the CSU budget for 2008-09 of $717.5 million which would directly impact the budget for 2009-10.

  • After taking into account proposed 2008-09 and 2009-10 proposed reductions, and the expected stimulus funds, the CSU estimates a 2009-10 budget deficit of $584 million.

 Title 5 Amendment: Personnel

  • The Board of Trustees will vote on a Title 5 amendment to allow the chancellor to furlough non-represented, management and executive employees in cases of natural disaster, epidemic, other debilitating events, or a financial crisis. Other amendments will also give the chancellor similar authority to reduce pay or institute unpaid holidays for non-represented employees.
  • Furloughs have been proposed as part of a range of option to address a CSU 2009-10 budget deficit of $584 million. If passed by the board, all executive, management and non-represented employees will begin to furlough on August 1, 2009.

 Title 5 Amendment: Education

  • A separate Title 5 amendment will grant campus presidents the authority to preclude any student from enrolling in any additional state-supported courses when that student has met all necessary requirements for a degree. The presidents may also take action to confer a degree to those students.

  • This amendment is intended to increase space available for new and continuing students at a time when the CSU is limiting enrollment and turning away thousands of qualified applicants.
