Highlights of the California State University Board of Trustees Meeting

 Declaration of Impaction for the CSU as a System

  • Trustees will discuss a plan to declare impaction for the entire CSU system, for the first time in its history. For several years, the CSU system has been providing access to more students, while resources have remained static and in some cases, have declined.  While student demand to enroll at the CSU is at its highest levels, the 2008-09 budget does not provide funding above that of the previous year. Given the state’s worsening fiscal condition, it is anticipated that funded students for 2009-10 will remain at 2007-08 levels.

  • In response to this challenge, the CSU is considering declaring the CSU impacted as a system. This will help to align funded and actual enrollment.  Agenda Item 1 of the Committee on Educational Policy describes the steps CSU would take to declare the system impacted and the effects of this designation. 

 2009-10 Budget Approval

  • The Board will receive the CSU proposed 2009-10 budget, which requests an augmentation of $611.4 million from the state. This request includes $341.2 million from the state’s General Fund that is the minimum needed to fully fund the CSU under the provisions of the compact. This amount includes $86.9 million in revenue to avoid a 10 percent student fee increase.    In addition, the CSU will propose a $116.7 million compact recovery for revenues that were not received from the state in the 2008-09 fiscal year, and that are needed to avoid losing ground in closing salary lags and reaching competitive salary levels for faculty and staff.  The budget also recognizes $153. 4 million to cover needs above the compact that will pay for CSU academic and administrative priorities.


Arrow 2008-09 Budget Update

  • As a result of the state’s poor financial condition, the Governor has proposed further mid-year budget cuts of $66.3 million to the CSU 2008-09 budget. This cut comes on top of a recent one-time $31.3 million reduction and in addition to $215 million in unfunded CSU operational needs in the 2008-09 Budget signed in September.  The Board will hear updated information on the impact of the reduced funding on the CSU budget.

Arrow Executive Compensation Reports

  • The Committee on University and Faculty Personnel will have several information items relating to compensation including the recently appointed CSU Vice Chancellor, Human Resources and CSU Vice Chancellor, University Relations and Advancement.  In addition, the board will hear an update on compensation for campus vice presidents, including salary, salary increases, bonuses and supplemental forms of compensation.  Lastly, the board will hear an update on executive relocation expenses for the president of San Jose University.
