Mission Statement

Financial Services mission is to provide effective and efficient accounting and operational support to the CSU community supporting the campus mission and ensuring compliance with Federal, State, and regulatory financial guidelines.

Financial Services strives to provide CSU with a sound financial management structure assuring reliable reporting of all revenues, expenditures, and investments.

Legal Reporting and Tax


Consisting of General Accounting and Accounts Payable, Accounting handles various financial transactions for the Chancellor’s office such as transaction requests, Accounts Receivable, cashiering, fund maintenance, and Extended Education reporting. Accounting also provides systemwide support as well as the systemwide distribution of interagency transactions. Accounts Payable is responsible for payment of goods and services to vendors, as well as reimbursements to individuals for costs incurred as part of CSU business. This department also provides support to the Accounts Payable & Travel departments at the CSU campuses as well as travel support to CO Staff.

Management and Accounting Practices Office (MAPO)
MAPO develops, educates, and trains the campus financial accounting communities on accounting practices and reporting requirements as well as facilitates in the development and maintenance of financial policies and Systemwide procedures and guidelines. MAPO also manages and provides functional support and security access for various financial solutions.

Sponsored Programs Administration
Sponsored Programs provides pre-award and post-award support for externally funded grants, contracts, and CO funded grants from proposal submission through grant administration and close-out. Sponsored Programs also provide assistance in policy development and audit advice, software support for post-award grant management, contract negotiation assistance, and facilitating systemwide training for grants.

Systemwide Financial Standards & Reporting
SFSR develops uniform standards and guidelines to promote consistency and accuracy in GAAP financial reporting throughout the CSU system and to provide accurate and timely systemwide financial statements. SFSR also develops uniform standards and guidelines to promote consistency and accuracy in financial data submitted in FIRMS throughout the CSU system and to provide accurate and timely legal basis financial reports. SFSR provides accounting and financial reporting for component units (e.g. CO Foundation, CSURMA, etc.) and revenue bond funds at the Chancellor’s Office. Furthermore, SFSR provides guidance on tax issues that affect the CSU system and prepares applicable tax returns for the CSU system.”
