Student Success Fee - Executive Order 1075

Attached is a copy of Executive Order 1075, which authorizes Cal Poly San Luis Obispo to establish a mandatory Student Success Fee.

Student Success Fee (SSF)

This executive order is issued pursuant to Education Code Section 89035 and Board of Trustees Standing Orders, Chapter II(i) and consonant with Executive Order 1054.

Effective fall quarter 2012, Cal Poly San Luis Obispo is authorized to establish a mandatory Category II Student Success Fee (SSF) at the rate of $160 per quarter during the 2012-13 fiscal year and increasing by $50 per quarter effective fall 2013 and fall 2014 until the scheduled increases reach a maximum rate of $260 per quarter in fiscal year 2014-15 and thereafter consistent with the annual Higher Education Price Index (HEPI) inflationary factor. The fee has been approved to facilitate student enrichment and development, campus diversity and multicultural competence, counseling and advising for students experiencing personal challenges, and academic retention and graduation initiatives.

The implementation of SSF is expected to follow the schedule presented below. The campus shall review the established goals associated with each quarterly academic year fee increase and make adjustments to the fee schedule if established goals cannot be achieved.

Revenue cannot be used to supplement or increase employee salaries and/or benefits.

Fee increases for the SSF after maximum per quarter fee rate ($260) has been achieved will again be no greater than the annual HEPI inflationary factor. Increases, however, must match actual cost increases for the services provided.

The approved fee components cannot automatically escalate without verified cost increases. If additions to current expenditure plans associated with this fee require a fee rate increase that exceeds the annual HEPI, the fee increase must follow the Category II fee adjustment process described in The California State University Student Fee Policy, section IV, of Executive Order 1054.

Board of Trustees fee policy requires that the revenue generated by this fee be reviewed annually by the student fee advisory committee and reported to the Chancellor's Office in the annual fee survey. If balances exist without an expenditure plan, the campus may be asked to reduce or suspend the fee until such time that all balances are spent on the priorities indicated in this executive order.

In accordance with Section 89721(l) of the Education Code, revenue collected from student fees shall be deposited in a local trust account.
