Program for Environmental Responsibility (PER)

The CSU Program for Environmental Responsibility (PER) is a comprehensive program that encourages and monitors responsible decisions and actions during integrated planning, design, construction, and operations of state and nonstate capital projects on the 23 geographically diverse CSU campuses. It is a program to enhance learning, living, and working environments on campuses while minimizing ecological impacts.

The goal is to balance economic, environmental, and social considerations in facilities development and operations considering life cycle cost, natural resources, health and safety, student achievement, and leadership.  The PER guides campuses and their consultants in making strong sustainable decisions through an integrated design process.

The program is objective, quantifiable and verifiable for aspects of sustainable design.

The program manual is comprised of four sections:

  1. Implementation (.pdf) describes how the program is integrated into campus planning efforts and is used on projects;
  2. Elements (.pdf) identifies the specific strategic requirements, intentions, recommended strategies, and verification benchmarks using a qualitative approach;
  3. Documentation and Verification (.xls) describes how to measure and verify results using a quantitative approach;
  4. Resources (.pdf) provides the user with a glossary of terms and supporting information to implement the program.
