State Fire Marshal Plan Review

SFM reviews are required for all CSU projects regardless of size

State Fire Marshal related plan check services and communications for all CSU projects is handled through the Monrovia branch office of the State Fire Marshal (SFM). The purpose of this is to provide a single point of responsibility, control and interpretive consistency.

At the discretion of the local SFM field inspector, field reviews and approvals on small projects may be granted. The definition of small is interpretive and will vary by project. Generally, you should plan on sending all but the smallest projects to the Monrovia office for plan review and approval.

For all CSU projects simply send a completed application along with one (1) copy of the 100% complete plans to:

State of California – Office of the State Fire Marshal
Code Enforcement South
602 East Huntington Drive, Suite A
Monrovia, CA 91016

Office (626) 305-1908
Fax (626) 305-5173

Initial plan check times will vary on project size, but typically average less than 3 weeks. Further, the SFM is very supportive of early consultations and clairification to minimize final review durations. On larger projects, in particular, campuses are encouraged to take advantage of this.

There is no fee required to submit plans for a State Fire Marshal review. SFM fees are coordinated and paid quarterly through CPDC and allocated to the campuses after the fact.

Individual project SFM review fees are built into project budgets via 2-7 budget forms and identified as a part of CPDC fee invoicing for non-state projects or as a part of a Plan of Financial Adjustment (PFA) process for state projects. Minor capital projects are covered internally by CPDC. For more information see CPDC Allocation of SFM Charges.
