Experience
Douglas Effenberger is a founding principal of Power Engineering Services,
Inc. (PES) located in Brea, California. Mr. Effenberger is an active member
of the IEEE and a past president of the Power Engineering Society/Industrial
Application Society (PES/IAS) Orange County Chapter. He is a graduate
of Colorado University, Boulder and holds a BS in Electrical Engineering.
He has over 22 years of commercial, institutional, petro-chemical and
industrial electrical system design experience. Areas of expertise include:
- Power Systems Distribution and Generation.
Mr. Effenberger has performed analysis of campus transmission and distribution
power systems for long-range planning and conceptual design. He has
planned and designed for cogeneration, photovoltaic, micro-turbine and
fuel cell additions to new and existing facilities.
- Energy Conservation. Mr. Effenberger has developed
and implemented energy conservation measures for lighting retrofit and
controls, variable frequency drive application, energy management system
monitoring/control and cogeneration installation.
- Commissioning. Mr. Effenberger is recognized
for his expertise in design, construction inspection and testing of
electrical systems. He frequently acts as the Owner's representative
for testing, commissioning and acceptance of completed electrical installations.
- Electrical Systems Operation and Maintenance.
Mr. Effenberger has developed and implemented electrical systems equipment
operation and maintenance programs for many campuses. These programs
include safety, maintenance and operating criteria.
Representative Projects
- University of California, Irvine. Mr. Effenberger
developed the campus electrical system design guidelines. He remains
active in campus design and PEER review activities.
- CSU, Cal Poly San Luis Obispo, University of California,
Irvine, University of Redlands, Glendale Community College. Mr. Effenberger
has developed campus distribution system plans, conceptual designs,
construction documents and specifications and operation/maintenance
programs. He continues to provide ongoing engineering and operations
support.
- University of California, Irvine. Mr. Effenberger
developed concepts for the installation and integration of 27MW cogeneration
facility into the campus 12kv distribution system and central plant.
- University of California, Irvine. Mr. Effenberger
has completed design and PEER review of building safety and electrical
systems for research laboratories and vivariums.
