In May 1996, the California State University undertook an unprecedented systemwide planning process known as Cornerstones. The unique characteristics of this effort are the full participation of all constituencies throughout the study and the systemwide scope of the discussions.
Mounting a systemwide planning initiative of the magnitude of Cornerstones was possible primarily because of CSU's tradition of shared governance. A wide range of communication and consultation methods was used as the four drafts of the report evolved through an open and iterative consultation process. The inclusive nature of the Cornerstones project will stand as one of its hallmarks. Not only did it harness the efforts of faculty, administrators, trustees, and students into one collaborative vision; it also provided an opportunity for every member of the CSU community to make his or her contribution to defining the future of the CSU system.
This inclusive process has produced a plan that is a realistic, feasible, and workable guide for the CSU of the 21st century-- a plan made all the more credible because it was developed by many members of the CSU community. Cornerstones articulates the values, priorities, commitments, and expectations of the CSU and advocates important ways the system and its faculty members, staff members, and students can pursue and implement these recommendations.
