Resolution on Service-Learning and Community Service

In an effort to respond to Governor Davis' proposal to require public service as a graduation requirement of CSU, UC and community college students, service-learning and community service practitioners from the CSU came together to develop a resolution. Resolution on Service-Learning and Community Service

Developed by individual service-learning practitioners
April 21, 1999

WHEREAS, the Board of Directors of the American Association for Higher Education has stated that higher education has "two great tasks: improving the quality of instruction, and becoming more engaged as 'part of the solution' in addressing America's many problems" (Edgerton, 1995), and

WHEREAS, community service and service-learning, methods by which students learn and develop through active participation in organized service, provide students with opportunities for appreciation of themselves, societal and civic issues and strengthens their commitment to be active citizens throughout their lives, and

WHEREAS, research and faculty experience demonstrate that service-learning enhances student understanding of their course discipline, and

WHEREAS, civic and community based organizations throughout California find university students who serve at their agencies effective in assisting with the delivery of their services, and

WHEREAS, the California State University system has identified student involvement in community service-learning as a key goal of the Cornerstones document and the CSU Strategic Plan for Community Service-Learning, and

WHEREAS, the students of the California State University provide over 28 million hours of community service annually through student-run community service programs, service-learning courses, and individual effort, be it

RESOLVED that supporters of this resolution urge the Chancellor, Board of Trustees, California Faculty Association, campus presidents and campus senates to incorporate service-learning and community service into the central mission of each institution, and be it further

RESOLVED that supporters of this resolution urge the Governor, Legislature, Chancellor, Board of Trustees, California Faculty Association, campus presidents and campus senates to provide increased funding and necessary resources to community service and service-learning programs on each CSU campus, and be it further

RESOLVED that supporters of this resolution urge the Governor and Legislature of California to lend their full support to the creation of service-learning opportunities on each campus of the CSU so that every student has the opportunity to participate in a meaningful and structured learning experience, and be it further

RESOLVED that supporters of this resolution urge the Governor and the Legislature to work with the CSU Chancellor, Board of Trustees, California Faculty Association, campus presidents, campus senates, and service and service-learning practitioners to determine the appropriate mechanisms to provide the opportunities and incentives necessary to engage CSU students in meaningful service activities.
