2014/2015 Executive Summary

The 2015/16 Support Budget plan approved by the Board of Trustees at the November 12-13, 2014 meeting was developed in consultation with campus presidents and other university constituencies. The support budget plan is an important statement by the CSU Board of Trustees of what the university needs to fulfill its mission to the people of California. The successful passage of Proposition 30 in November 2012 helped stabilized state finances and enabled the governor and the legislature to invest in California's higher education institutes and students. The significant tax revenues produced by Proposition 30 and the ongoing economic recovery allowed the state to provide a $125.1 million funding increase for the CSU in 2013/14 and a $142.2 million increase in 2014/15, which equates to approximately a 2.5 percent increase for each of those years.

California's economic recovery and its longer-term economic and social future depend on the state's continued investment in its people through higher education. The 2015/16 Support Budget represents a credible statement of the university's key funding needs, and it reiterates the continued necessity for the state and CSU partnership in ensuring student access and success, competitive salaries and other compensation improvements, and infrastructure investment. The recommended support budget would require new ongoing revenues from the state of $216.6 million ($269 million anticipated expenditures, less $52.4 million from additional tuition revenue). This plan strikes a balance in meeting the increased expenditure needs of the CSU between an amount that can be reasonably requested from the state and an amount that can be reasonably provided through tuition revenues generated by enrollment increases. Development of a 2015/16 budget on these lines would provide the governor and legislature with an achievable plan for reinvestment in the CSU for the sake of California's economic and social future.
