CSU Scholarship Program for Future Scholars

 

Program Description

The CSU Scholarship Program for Future Scholars represents an effort to increase the college-participation rates of disadvantaged students. This program is designed to facilitate transition to college of students who are disadvantaged because of their economic or educational background. The objective of this program is to provide incentives for educationally and economically disadvantaged students to pursue a college preparatory curriculum and thus establish eligibility for CSU admission. In addition, the program should increase the retention of students by improving their academic preparation for successfully pursuing a baccalaureate degree.

 

1998/99 Eligibility Criteria

For the 1998/99 academic year, campuses will have the opportunity to select scholarship recipients who graduate from any California high school who meet regular CSU admission requirements, and who are disadvantaged because of their economic, educational, or environmental background as defined in the section, "Eligibility Criteria for First-Time Scholarship Recipients."

 

Campus Allocations

The 1998/99 budget for the CSU Scholarship Program for Future Scholars is $660,000. Each of the 22 campuses will be awarded a total of $30,000 from lottery funds. This will enable campuses to offer a minimum of 30 scholarships for an average award of $1,000. Campus allocations for 1997/98 are presented in the section entitled 1997/98 Lottery Budget Allocations.

 

Award Levels

Scholarships should be awarded in the amount of $1,000 per student. The campus may make an exception to this $1,000 scholarship award level in cases in which the student's loan and/or work component in the financial aid package is less than $1,000. When this occurs, a campus may award a scholarship less than $1,000. The remaining balance of the $1,000 scholarship may be awarded to one of the remaining scholarship recipients who demonstrates a financial need for additional scholarship support. Eligibility Criteria for First-Time Scholarship Recipients

Scholarship recipients must meet each of the following requirements:

l. Graduate from a California high school;

2. Meet regular CSU admission requirements as a new CSU freshman or transfer student;

3. Be disadvantaged because of economic or educational background.

  • Indicators of educational disadvantages include, but are not limited to, little or no education in family beyond elementary or secondary school, first in family to attend college and lack of parental encouragement to attend college, low socioeconomic level of school population, low ranking of school on statewide tests, applicant not counseled toward higher education, migrant family pattern and rural isolation, large family, or adverse home or personal situation. Economic disadvantages may include, but are not limited to, low income, residence in a poverty area, or high percentage of the community where the recipients lives receives public assistance.

4. Be classified as a California resident by the campus Admissions Office; and

5. Enroll in a CSU campus on a full-time basis as defined by the system.

Re-entry students who meet each of the conditions above are eligible for this scholarship.

 

Eligibility Criteria for Renewal Scholarship Recipients

Campuses may elect to renew these scholarships on a year-to-year basis.

Renewal Candidates must meet each of the following requirements:

l. Qualitative measurement: Maintain satisfactory academic progress as defined by the campus;

2. Quantitative measurement: Have successfully completed a full-time academic course of study during each academic year of enrollment through the 1998/99 academic year.

 

Priority in Awarding Scholarships:

The priority for selecting recipients for these scholarships is outlined below:

1. First priority should be given to new CSU freshmen and transfer students.

2. Second priority should be given to 1993/94, 1994/95, 1995/96, 1996/97, 1997/98 scholarship recipients.

3. If a campus has remaining scholarships available after having exhausted its pool of candidates who meet the first and second priority categories above, it may select continuing students who will return to campus in 1998/99 as full-time undergraduate students.

 

Scholarship Coordination with Need-Based Financial Aid

While these scholarships are based on the student's scholastic record and academic potential, it is anticipated that many students selected for these scholarships will have applied and be determined eligible for federal or state-funded need-based financial aid. If a student is scheduled to receive both need-based financial aid and a CSU Scholarship for Future Scholars, the scholarship must be considered a financial aid resource to comply with both federal and state laws governing need-based aid. These laws also prohibit the replacement of the calculated Expected Family Contribution (EFC) by any scholarship regardless of the source of funding. CSU Scholarships for Future Scholars awarded to students with need-based financial aid should replace a need-based student loan by the amount of the scholarship. If no loan has been awarded or if the loan is less than the scholarship, the scholarship should then replace any work-study award included in the student's financial aid package. If the value of the loan

and/or work component of the student's financial aid package is less than $1,000, the CSU Scholarship for Future Scholars must be reduced. Please refer to the section on Awards Levels for additional information.

 

Application Process and Selection Procedure

Campuses may develop their own application procedure, application deadlines, and selection procedure.

 

Check Disbursement

Scholarships may be disbursed in one payment to the student. However, campuses have the option of disbursing the scholarship in two equal payments if a semester campus or in three equal payments if a quarter campus. If the campus disburses the scholarship in multiple payments, it may cancel a student's second or third disbursement if the student fails to maintain satisfactory academic progress as defined by the institution.

 

Account Maintenance and Disbursement

Lottery funds supporting this scholarship program will be allocated to the campuses to manage and disburse to scholarship recipients pursuant to appropriate rules, regulations, guidelines and practices.

 

Program Reports

The Chancellor's Office will rely upon the Financial Aid Data Base Reporting System to generate reports for this program.
