Technology Access and Support
Program Description This new program encompasses the development and maintenance of "baseline" information technology infrastructure capability on each CSU campus. "Baseline" capability means that all students, faculty and staff have: access to information resources via networks; training in the uses of the information and the access tools; and ongoing professional and technical support adequate to use these resources effectively. The five components of this initiative are: Network Access (intra- and inter-campus) a physical network connecting campus buildings, floors, and workstations within each CSU location, as well as connecting campuses with each other and with the rest of the world. Hardware and Equipment Access the necessary digital hardware and related equipment required to provide each individual with appropriate access to information resources. Software and Applications Access the software tools and applications necessary for each individual to make use of the opportunities and benefits made possible by network and hardware access. Training ongoing programs for continuous skill building in the uses of information technology for everyone in the CSU. Support 7-days-a-week, 24-hours-a-day access to user support services for answering questions and resolving problems that arise in connection with the use of information technology. Baseline Hardware/Software Access, Training and User Support is an integral part of the Technology Infrastructure Initiatives (TII) being developed by the Systemwide Internal Partnership. The TII provides the foundation required to support the California State University policy on 24-hour student access to computing and the network; and, the technological prerequisites for implementing the CSU Integrated Technology Strategy. Program Guidelines Expenditures of lottery funds received under this program must be used to implement campus plans for the ITS Baseline Hardware/Software Access, Training and User Support (BATS) initiative that were submitted and approved during academic year 1996/97.
Campus Allocations Campuses will receive a total of approximately $10 million from lottery funds during 1997/98 for Technology Access & Support. The allocations will be pro-rated on the basis of Fall 1996 student enrollment. Campuses will be provided with a one-time allocation of nearly $5 million from new lottery receipts to be received throughout the 1997/98 fiscal year. In addition to this allocation, campuses will receive another one-time lottery allocation of $5 million from current lottery funds which will become a permanent general fund allocation in 1998/99. For each lottery allocation noted, campuses will receive $14.75 per student for a total of $29.50 in one-time lottery funds during 1997/98.
Program Reports Campuses are requested to report annually the uses of funds allocated for implementation of the ITS Baseline Hardware/Software Access, Training and User Support. Reports should be posted on the campus Website no later than August 31. In addition, two print copies should be sent to Thomas W. West, Assistant Vice Chancellor for Information Resources and Technology.
