Access and Academic Development Programs
Program Guidelines Campuses may fund any program whose primary function is to advance the outreach and access, transfer, basic skills development, or retention and graduation of students from educationally or economically disadvantaged backgrounds. Campuses are reminded that trustee policy restricts use of lottery funds to purposes that are instructionally related. All of the funds subject to this delegation are considered educational equity funds and are, therefore, subject to system policy requiring those funds to be spent only for furthering educational equity. Campuses should be prepared to demonstrate that they have complied with this policy. Although lottery funds budgeted for access and retention programs must continue to be used to support services to educationally and economically disadvantaged students, campuses have the discretion to determine how those funds are distributed among these four campus educational equity functions. For example, a campus may elect to continue funding existing outreach and retention programs, or it may decide to fund other programs and activities that the campus deems would more effectively advance its educational equity goals. The following information may be useful as campuses ensure that educational equity resources are dedicated solely to advancing educational equity. Educational equity efforts and activities are defined as those conceived, designed, and established to increase college participation, retention, and graduation of students from educationally and economically disadvantaged backgrounds. Although these efforts and activities may provide services and information that promote access and retention of all students, a substantial portion of resources must be devoted to educationally and economically disadvantaged students. Access and retention endeavors are defined as those that: 1. Provide information and services designed to improve the access of first-time freshmen and community college transfers from disadvantaged backgrounds; 2. Provide information and services designed to improve the retention and graduation of CSU students from disadvantaged backgrounds; and 3. Promote greater representation of underrepresented students in particular graduate degree programs. Campus Allocations Campus allocations for 1996/97 are presented in the section entitled 1996/97 Lottery Budget Allocations. Campus funds will be allocated to the Supplies and Service line-item allotment. Campuses may transfer funds to budget lines appropriate for implementation of project activities. Program Reports Campuses are required to submit two copies of a year-end report to the Chancellor's Office following the format on the next page. This report should be submitted on or before August 15 of each fiscal year. This report should be sent to Mr. Allison Jones in Academic Affairs, Access and Retention. A brief description of the program/activity funded with these lottery funds, objectives of the program including how these programs are intended to advance the equity goals established by the campus, and services provided by the program. b. A brief summary of past year accomplishments and progress made by the program in reaching campus goals. Include information such as increases in the number of new applications, new enrollees, retention rates, or graduation rates. c. The level of funding for each program/activity and the final expenditure. Expenditure information should be provided for the following categories: personnel costs (including administrative, student, and faculty), supplies and services, equipment, contractual services, and other costs. Provide a brief narrative description of the nature of these costs (e.g., supplies and services or expenses primarily incurred for travel costs associated with student travel to local schools; or, faculty released time for participation in faculty mentoring). d. The number of students, by ethnic group and gender, participating or receiving services in each program.
