Before his retirement in 2007, Mr. Norton was an independent mediator in private practice and Principal of Norton and Associates. His areas of specialization were education, disability rights and public policy. Clients included various cities and counties in California, departments of state government, school districts and non-profit organizations. Professional appointments:

  • Senior Associate / Mediator, Center for Collaborative Policy, California State University Sacramento.
  • Special Education Mediator under contract to the California Department of Education and the McGeorge School of Law, University of the Pacific.
  • Lanterman Act Mediator under contract to the California Department of Developmental Services.
  • Referee, United States District Court for the Southern District of California.
  • Special Master, Superior Court of the State of California for the County of Los Angeles, pursuant to the Serna versus Eastin Consent Decree.
  • Claims Evaluator, Office of the Court Monitor, pursuant to the Emma C. versus Eastin Consent Decree.

Prior to establishing Norton and Associates, he served as:

  • Vice President, Institutes of Medical Sciences, California Pacific Medical Center, San Francisco, California (now the California Pacific Medical Center Research Institute). 1976-1980
  • Director of Development and Community Relations, Dominican University, San Rafael, California. 1970-1976.
  • Intelligence Analyst, United States Central Intelligence Agency, Washington D.C. 1963-1970.

His community service and memberships have included:

  • Marin County Council on Developmental Disabilities, Past Chair
  • Marin Association for Retarded Citizens (now LifeHouse, Inc.) Past President

Mr. Norton received his Bachelor of Arts (history) from the University of California (Berkeley) and obtained a Master of Arts (history) at San Jose State University.
