- Began professional career as an analyst with the State of California Personnel Board. Appointed by Governor Jerry Brown as legislative secretary and special assistant (1975-1983).
- Owned successful public relations and advertising agency before earning a law degree and becoming an attorney in 1995.
- Served as general counsel for a children's hospital and later as president and CEO of the California Children's Hospital Association.
- Active history of charitable and civic participation including the Visalia Chamber of Commerce and the Central California Futures Institute.
- Returned to public service in 2011 when appointed by Governor Jerry Brown to lead the California Health and Human Services Agency.
