  1. Call to Order - Bob Linscheid
    Bob Linscheid, President, called the Business Meeting to order at 9:15 a.m.


  2. Roll Call - Larry Augusta
    Larry Augusta, Secretary, took roll and a quorum was announced.


  3. Approval of Minutes - Bob Linscheid
    1. June 21, 2003
      The following corrections were made and a motion was made, seconded and passed to approve the Business Meeting minutes as corrected (m/s/p: M.L. Hlavac, P. Allen):
      • Page 5, Section VI. Committee Reports, A. Communications, Tom Hoeber, 2. Newsletter, to include the word "not" within the following sentence: Due to limited resources, costs associated with and printing, a newsletter will not be printed.
      • Page 6, Section VIII. New Business, B. Oath for New Officers, include the word "Vice" in the following title: Vice President, Programs
      • Page 1, Voting Members Absent, strike Dana Bezerra, Cal Poly San Bernardino and include Dana Bezerra, Cal Poly San Luis Obispo

  4. Strategic Report - Bob Linscheid
    1. Strategic Direction - Bob Linscheid
      • Recommended changes will be incorporated into the Strategic Report, as was presented during the September 19, 2003 PowerPoint program presentation.
      • Once revised, the Strategic Report will be distributed to the full Council.
      • An implementation strategy will be outlined by the Executive Committee not later than November 18.
      • A volunteer job description is needed.
      • Volunteers are needed to assist the Budget Committee regarding revenues (where they are coming from) and elements needed to meet the direction of Strategic Report.

        A motion was made, seconded and passed to accept the changes made to the Strategic Report as was presented to the Council during the program presentation on September 19, 2003 (m/s/p: L. Augusta, K. Gannon).


      • A monthly President's report will be provided to the Council.
      • Council members may attend Executive Committee and Board of Trustees' meetings. Inform President Linscheid if attending.


  5. Officers Reports (as necessary) - Bob Linscheid
    1. President-Elect - Harry Moore
      • A request for volunteers to serve on the Bylaws Committee was made. Volunteers consisted of: Dana Bezerra, Wanda Hendrix-Talley, Heather Manley, Jill Ford and Nile Duppstadt, Alumni Association President from CSU Monterey Bay.

    2. Treasurer - Mary Louise Hlavac
      • A request for volunteers to serve on the Budget/Finance Committee was made and there were no volunteers.

    3. Vice Presidents (as necessary)
      • Kim Gannon, Programs Committee Chair informed the Council that the program for the January 30-31, 2004 quarterly meetings will contain a legislative flavor. The Programs Committee will be working with the Government Relations Committee in putting the program together. Those desiring to assist should contact Kim Gannon.
      • Tom Hoeber, Government Relations Chair stated that volunteers are needed to serve on the Government Relations Committee, to assist in Legislative Day and the distinguished alumni selection process. Those desiring to assist should contact Tom Hoeber.
      • President Linscheid communicated the need for folks to volunteer to a committee, as the current committee structure will be modified to create work groups.

  6. Liaisons Reports
    1. Chancellor's Office - Richard West and Jorge Haynes
      • Richard West reported on the challenges facing the CSU. He reported there is still space for students at CSU campuses, there are restrictions in services due to lack of funding, a 20% reduction in the budget will eliminate 80,000 students, campuses will need to be more efficient and there will be a deferral of expenses in the coming years,
      • Jorge Haynes reported that a CSU Alumni Council MOA template had been drafted with input and review by President Linscheid. The draft MOA will be reviewed by Bruce Richardson, General Counsel's Office, Chancellor's Office and is scheduled for completion by November 1, 2003.

    2. Alumni Trustee - Fred Pierce
      • Six new Board of Trustees have been appointed by the Governor and they are Ms. Alice A. Huffman, Dr. Kathleen Kaiser, Dr. Stanley M. Toy, Mr. Daniel Weinstein, Mr. Milton M. Younger and Student Trustee Eric Guerra.
      • Three formal presidential searches are in progress for CSU San Marcos, CSU Chico and San José State University.
      • Dr. Tomás A. Arciniega, President, CSU Bakersfield has announced his retirement.

    3. Alumni Directors' Representative - Kate McClintock
      President Linscheid reported on behalf of Kate McClintock who was on vacation:
      • The 2005 meeting calendar will be coordinated through Kate McClintock
      • The 2004 Quarterly Meeting Calendar:

      • Tom Hoeber reported there will be a statewide alumni reunion/reception on March 22, 2004 in Old Town Sacramento beginning at 5:30 p.m. Tables will be available for each campus to display memorabilia, invitation will be by post card and this event will encourage alumni networking. Lead coordinator, Randi Moore; Co-coordinator, Gay Arakawa.

    4. CSSA Representative - Jason Spencer
      No report was given.


    5. Academic Senate - Robert Cherny
      • A brief overview of the Academic Senate was provided followed by a question and answer period.

      • The Academic Senate is working with the Office of Governmental Affairs in Sacramento regarding faculty concerns and curriculum policy (i.e., writing curriculum into law to be better prepared for majors).

      • Budget challenges may cause an increase in Senate fees and an urge not to accept more students without additional funding.
