Legislative Profile: Bob Blumenfield
Freshman Assembly Member Bob Blumenfield is considered by some to be an up and coming star of the Assembly. He currently represents the 40th Assembly District, which comprises of the San Fernando Valley communities of Van Nuys, North Hills, Northridge, Reseda, Winnetka, Canoga Park, West Hills and Woodland Hills.
Prior to his election, Mr. Blumenfield worked from 1989 – 1996 in the Washington, DC for Senator Bill Bradley (New Jersey), Congressman Howard L. Berman and as a staff designee to the House Budget Committee. He later worked as the Director of Government Affairs for the Santa Monica Mountains Conservancy and then as the District Director to Congressman Berman.
This association with Congress Member Berman tagged him as being one of the key freshman members to watch. Within months of being elected to the Assembly, his first elected office, he was named by Speaker Bass to serve on the Legislature´s reconstituted Budget Conference Committee. In previous years, the Assembly would send their two senior Democratic legislators, usually the Chair of the Budget Committee and the Chair of the Appropriations Committee, along with one Republican. This year, the committee was expanded to three Democrats, and two Republicans with Blumenfield serving as the third member of his House’s caucus delegation.

During this current session Assembly Member Blumenfield has authored a number of measure, most of which have centered on the issues of energy, technology and transportation. Currently the CSU is supporting Assembly Member Blumenfield’s AB 1031, which would allow the CSU, among other public entities, to participate in the renewable bill credit program. The program is designed to allow a municipal utility that generates more energy than is needed to serve the electrical load at the site where the facility is located to transport the excess energy to its other locations for use, thus minimizing the utility’s overall carbon footprint.
He stated in his campaign that he would be a champion for better transportation, excellence in education, affordable health care, job creation and economic growth, protection of the environment and the rights of senior citizens, veterans and working people. He also campaigned on improving the use of renewable energy sources to fight global warming, reduce our dependence on foreign oil and create ‘green collar’ jobs.
Mr. Blumenfield is a graduate of Duke University and the UCLA Anderson School Business Executive Program. He resides in Woodland Hills with his wife, Kafi, and their two young daughters. |
