Elaine A. Boomer

Elaine Boomer, Manager of Operations and Administration in the Office of Advocacy and State Relations is the day-to-day budget, personnel and operations manager. Through direct supervision of the support unit, she is responsible for administrative services in addition to general management of projects and off site conferences and meetings.

Prior to coming to CSU, Elaine was the Director of Association Management Services for a consulting firm specializing in energy and auto related non-profit trade associations where she served as the Executive Director to organizations such as the California Association of 4 Wheel Drive Clubs, the California Association of Building Energy Consultants and Kiwi Fruit Growers of California. She also served as the Senior Project Director for the State of California Auto Dismantlers Association and the Exhaust Systems Professionals.

Among other career paths, Elaine's experience has included working as an advertising copywriter for a retail department store chain, health care market research analyst, defense contract language school Registrar and flight attendant.
