Commendation for Executive Vice Chancellor Ephraim P. Smith


WHEREAS, Dr. Ephraim P. Smith earned his Ph.D. in Accountancy at the University of Illinois in 1968; and

WHEREAS, Ephraim began his career in higher education as a faculty member and department chair at the University of Rhode Island, and then moved west to Cleveland State University where he served as Dean of the College of Business Administration; and

WHEREAS, Dr. Smith continued his westward trek, arriving in “the OC” to serve as Dean of the School of Business Administration and Economics at CSU Fullerton from 1990 to 1998 and then as Vice President for Academic Affairs from 1998-2010; and

WHEREAS, Professor Smith has authored or co-authored several books and approximately 50 journal publications during his career; and

WHEREAS, Ephraim Smith has served in a leadership position on numerous professional boards, delivered numerous professional presentations, and served as a consultant to over a dozen colleges and universities; and

WHEREAS, Ephraim has served as the Executive Vice Chancellor/Chief Academic Officer of the largest four-year higher education system in the country, the CSU, since 2010; and

WHEREAS, Executive Vice Chancellor Smith served the CSU following large state budget cuts and other fiscal restraints, thus employing his accountancy expertise to best advantage with his well-practiced shrug of the shoulders and chuckle; and

WHEREAS, Executive Vice Chancellor Smith led the CSU in several major initiatives such as the Graduation Initiative, SB 1440 Associate Degree for Transfer, Bottlenecks and Student Success, AB 386 Course Match, and Libraries of the Future; and

WHEREAS, Ephraim supported the establishment of the “Outstanding Faculty of the CSU” website to raise awareness of the contributions of faculty to the teaching, research/creative activities, and service mission of the CSU; be it therefore

RESOLVED: That the Academic Senate of the California State University (ASCSU) commend Executive Vice Chancellor Smith for his contributions to higher education across his nearly 50-year career; and be it further

RESOLVED: That the ASCSU thank Executive Vice Chancellor Ephraim Smith for his leadership and commitment to the academic mission of the CSU; and be it finally

RESOLVED: That the ASCSU offer its best wishes to Ephraim and his family for a happy and healthy future as he embarks upon the next phase of his life.
