Ensuring the Continuous Presence of a Faculty Trustee on the California State University Board of Trustees
RESOLVED: That the Academic Senate of the California State University (ASCSU) express its thanks and appreciation to Chancellor Timothy White and the Board of Trustees of the California State University for their efforts in securing the recent appointment of a Faculty Trustee to the California State University Board of Trustees; and be it further
RESOLVED: That the ASCSU recognize the collective effort of campus senates, through shared governance, to strongly advocate for the appointment of a faculty trustee; and be it further
RESOLVED: That the ASCSU express its appreciation to Chancellor Timothy White for his willingness to support the introduction of legislation that would ensure the continuous presence of a Faculty Member of the Board of Trustee in the future; and be it further
RESOLVED: That the ASCSU leadership work with the CSU Chancellor’s Office and the Board of Trustees in supporting legislation, to be introduced when the Legislature reconvenes in 2014, which will ensure the continuous presence of a Faculty Trustee on the Board of Trustees in the future; and be it further
RESOLVED: That the ASCSU distribute this resolution to the following the CSU Board of Trustees, Chancellor Timothy White, CSU campus Presidents, CSU campus Senate Chairs, CSU Emeritus and Retired Faculty Association, California State Student Association, California Faculty Association.
RATIONALE: The Faculty Trustee provides the Board of Trustees (BOT) with both expertise and a faculty perspective in areas of academic policy as well as matters of curricular and fiscal concern affecting the CSU. In addition, the presence of a Faculty Trustee strengthens faculty confidence in BOT actions. For these reasons, the recent efforts by Chancellor Timothy White, his staff, the Board of Trustees and Campus Senates in securing the appointment of a Faculty Trustee are greatly appreciated.
In recent years, however, there have been lengthy intervals during which no Faculty Trustee has been appointed to the Board, the longest being the period from 2009 to 2011, which resulted in the Faculty Trustee position staying vacant for an entire 2-year term. This again occurred more recently in the summer and fall of 2013 – a period of several months during which the Board met twice without a Faculty Trustee – thus marking the second time in four years in which this situation has occurred. A legislative solution to this problem is necessary given that requests to the Governor’s Office alone in the past (in 2009, 2010, 2011, and 2013) have generally proved ineffective in resolving it in a timely manner. Any solution to ensure the continuous presence of a Faculty Trustee on the Board of Trustees needs to address not only situations in which a Trustee appointment is not made in a timely manner, but also potential circumstances
under which a current Faculty Trustee may be unable to continue in the position.
It is important that the ASCSU leadership work, in cooperation with the CSU Chancellor’s Office, the Board of Trustees and other interested parties, in identifying and pursuing legislation to alter the California Education Code to ensure the regular presence of a Faculty Trustee on the Board. A number of alternative models for such a solution exist (for example, the carry-over appointment of the previous Faculty Trustee until a new appointment is made or
the designation of an alternate, among others). A proposed solution should be identified in time for it to be taken up by the Legislature when it reconvenes in 2014.
