Charge:

The STIM Committee is charged to prioritize, develop, implement, monitor, and evaluate technology related library initiatives proposed and approved by COLD. The Committee is also charged to advise COLD on matters of information technology and provide oversight and advice for the work of staff in the Chancellor’s Office in carrying out technology initiatives approved by COLD. Initiatives may include current projects, such as those related to the UIAS, as well as others that may be undertaken to implement computer-driven technologies in libraries system wide. The Committee is further charged to develop and implement system-wide policies related to any such initiatives and projects. All recommendations, initiatives and policies developed by the STIM Committee shall be presented to COLD for approval.

Responsibilities:

  • Survey and analyze the needs of CSU libraries regarding existing and desired information technologies, and the capacity of campus libraries for successful implementation.
  • Analyze the effectiveness of various products for delivery of information services to CSU library users based on vendor presentations, Committee reviews, vendor responses, and systemwide trials.
  • Develop benchmark criteria for decision making in the selection and implementation of information technologies system wide.
  • Regularly disseminate Committee activities, information-gathering methods and recommendations to COLD and CSU libraries faculty and staff.
  • Coordinate activities with other COLD and CSU working groups and committees involves with information technology and services.
  • Strive to provide the CSU library community with a workable and practical "market basket of good choices and opportunities."

Scope of Activities:

  • Identify ventures that will yield the greatest return on investment for the CSU and its campus libraries.
  • Review and compare the relative costs of the various services currently available in the marketplace, as well as options that are technologically feasible but currently not commercially available.
  • Develop RFIs and RFPs as needed.
  • Promote programs and initiatives that fit within the existing CSU environment and build on the strengths of CSU libraries.
  • Sponsor working conferences that will provide an opportunity for CSU and possibly other universities to engage in practical brainstorming with information technology providers.
  • Develop projects that will contribute to the long-term future envisioned for libraries in general and CSU libraries in particular.

Organizational Structure:

The STIM Committee will be composed of the following members,

  • Two library deans/directors appointed by COLD who serve as chair and vice chair/chair-elect.
  • Six librarians nominated by members of COLD and selected from among the CSU campus libraries in a manner that will guarantee equal representation of large and small campuses, north and south. Members should also represent, to the extent possible, the full range of library functions and services.
  • One member of the EAR Committee.
  • One manager of a campus library automated system.
  • Project Manager, Systemwide Library Initiatives, ex officio.
