Intercampus Services Task Force Policy Recommendations for
Unmediated Intercampus Circulation of Book Materials

DEFINITION OF TERMS:

Mediated: Patrons’ ILL requests are reviewed by ILL staff before being forwarded to supplying libraries.

Unmediated: Patrons’ ILL requests are sent directly to the supplying libraries without review by ILL staff.

Owning/Lending Library: The library that owns the book.

Circulating/Borrowing Library: The library that has borrowed the book and checked it out to one of their patrons.

RECOMMENDATIONS:

REQUEST LIMITS: The number of transactions (books borrowed) at any one time shall not exceed 20.

LENGTH OF LOAN: 21 calendar days from the day the patron checks out the book(s) at the
circulating/borrowing library.

PATRON NOTIFICATION: By E-mail. Printed notices could also be sent as a local library decision.

LENGTH OF TIME BOOKS HELD FOR PATRONS: Books will be held at the circulating/borrowing
library for 7 working days.

RECALL: Books are not subject to recall.

RENEWALS: No renewals allowed.

FINES: Students: Local practice applies; i.e., use local fine schedule. Money collected from fines
will stay at the circulating/borrowing library.

Faculty: Faculty will not be fined but will be billed for lost material immediately.

REPLACEMENT COST FOR LOST BOOK: $70. Funds will be reimbursed to the owning/lending
library for lost books semi-annually.

NOTE: These loan policies would cover an initial one-year trial/assessment period. After this first year there would be a review of the policies to evaluate their effectiveness in the light of our shared experience.

RELATED ISSUES:

Unmediated Requesting of Other Types of Material: The Task Force can begin to integrate unmediated article requests at a later date when the Pharos system is able to fully support this function. At that time we will be able to develop policies for unmediated article requests.

Mediated Book and Article Requesting: The existing ILL policies now in place at the CSU campuses can be used for mediated book and article requests via Pharos. These requests will be handled as regular ILL requests and will not need separate policies.

Commitment to Pharos: It would be expected that each campus library make the necessary commitment to prompt service in order for Pharos to work for the entire CSU community. This issue will be addressed further in conjunction with marketing strategies.
