4020  CSU PUBLIC SAFETY APPROACH

The conceptual framework for the CSU public safety program was developed 
and refined in a pilot project conducted on the Northridge campus during the 
two-year period, 1974-76.  This project was carried out under the guidance of 
an ad hoc systemwide administrative committee, eventually culminating in a 
report to the Chancellor.  In a subsequent directive to the Presidents of the 
CSU campuses on March 18, 1977, the Chancellor stated the following:

I have reviewed the report of The Public Safety Advisory Committee 
regarding the Public Safety approach for the campuses of the California State 
University and Colleges.  Additionally, this report was considered by the 
Chancellor's Council of Presidents and endorsed as an appropriate program 
in pursuing safe educational communities.

The report contains major recommendations for developing the capabilities 
of the campus law enforcement units.  Some of these recommendations 
require the efforts of this office.  All of the recommendations are appropriate.

I have directed my staff to undertake necessary actions to bring this program 
to fruition within The California State University and Colleges.  Campus 
actions are to be initiated as the respective President feels them to be 
appropriate.

Innovative public safety concepts defined in the Northridge project have been 
implemented, resulting in professional law-enforcement capabilities in a 
unique and specialized format oriented to the academic environment.  The 
fundamental precepts incorporated into the specialized approach are:

l.	Emphasis upon preventive or proactive efforts in the delivery of law 
	enforcement services.

2.	Provision for functional expansion to include non-law-enforcement 
	activities influencing the safety of the educational community.

Directors of Public Safety shall ensure that each member of their respective 
Departments of Public Safety understands the mission and particular 
requirements of law enforcement services on their campuses.  Proactive law 
enforcement will be differentiated from other approaches for the benefit of all 
Public Safety officers and campus administrators.  Public Safety officers should 
recognize this as a professional law enforcement approach that is viable in 
their educational community.

The service orientation, preventive approach, and responsibility to the 
educational community inherent in the Public Safety approach to law 
enforcement services will be communicated to members of the involved 
community who are recipients of those services.  Emphasis will be given to 
prevention to reduce criminal activity, safety violations, and other hazards.  
Members of the campus community and the public at large will be made 
aware of threats and jeopardies to their health and welfare.  The value of 
prevention programs will be communicated to all members of the 
educational community, with emphasis on new members among students, 
faculty, and staff.
