3726.05  COLLEGE WORK STUDY PROGRAM, NO. 948/409

The College Work Study Program is a federal program originally authorized 
by the Economic Opportunity Act of 1964.  The Higher Education 
Amendments of 1968 transferred the statutory authority for the program to 
the Higher Education Act of 1965, as amended.  The program currently is 
authorized under Part C, Title IV, of the Higher Education Act of 1965, as 
amended by the Reauthorization Bill (Conference Report on S. 1965, Higher 
Education Amendments of 1986).  The purpose of the Program is to stimulate 
and promote the part-time employment of undergraduate or graduate 
students who are in need of employment to pursue a course of study.  
Eligibility includes demonstration of financial need.

This program requires that each participating institution provide matching 
funds as specified in federal regulations.

There should be a contract by the private agencies and the university for the 
off-campus portion of the program to provide for advance payments by 
private agencies to the university for the agencies' share of the expenditure.  
Student employees are limited to a maximum of twenty hours of work per 
week.

The funds will be received as follows:
1.	The Department of Education will issue an award letter annually for 
	the amount of new funds the Federal Government is going to grant to 
	the program.

2.	Depending upon the purpose of employment, either the CSU or the 
	outside agency will provide matching funds.

3.	Funds received from the federal government will first be deposited in 
	the Federal Trust Fund 890, and then will be transferred to The 
	California State University Trust Fund 948, and will be accounted in 
	this Subfund, 409.

4.	After payrolls have been paid from the General Fund 001, the federal 
	and local agency funds will reimburse the General Fund from Subfund 
	409.  The General Fund contribution will not be transferred to this 
	Trust, but an entry to record the General Fund contribution will be 
	made in this Trust at the time Federal and local agency 
	reimbursements are paid.

	Payroll procedures designed to monitor the limitations must be 
	established.  Each participating agency is required to provide a 
	percentage of the gross compensation earned by students employed in 
	the program.  Refer to the specific program guides for the appropriate 
	percentage.
