3725.01  SPECIAL PROJECTS FUND---GENERAL, NO. 947/391

The Special Projects Fund was established to permit campuses to operate 
certain activities such as research, workshops, conferences, institutes, and 
special projects.

Special projects may involve any authorized activity undertaken by the 
university not funded by legislatively appropriated dollars or required to be 
accounted in another fund.

Education Code, Section 89725, and Title V, Section 43290, state that the 
Trustees have the authority to establish the rules and procedures under 
which the fund shall operate; Executive Order 392 delegated and defines the 
responsibility of the campus President to establish procedures in accordance 
with sound business practices.

 4.	Budgets

	Each project must have a budget approved by the campus President or 
	the President's designee.  There is no required budget format for 
	activities undertaken in the Special Projects Fund.  Budget formats 
	need to be consistent with the requirements of granting agencies or 
	sponsors.

	The Special Projects Fund is continuously appropriated to the 
	campuses without regard to fiscal year.

 8.	Purchasing

	Special Projects Fund purchases for materials, services, and equipment 
	are exempt from the requirement for approval by the Department of 
	General Services and the Department of Finance.

12.	Reimbursements to the General Fund

	Every research project for which federal overhead is received will 
	reimburse the support appropriation at the square foot rate established 
	by Auxiliary and Business Services for similar projects conducted via 
	the campus foundation.

	Nonfederal research projects, workshops, conferences, institutes, and 
	special projects will reimburse the support appropriation for the 
	incremental costs generated by the project.  Incremental costs are those 
	additional expenditures that are incurred in the General Fund only 
	because of the existence of the project.
