3724  SPECIAL DEPOSIT FUND, NO. 942/371

The purpose of the Special Deposit Fund is to provide a fund within the State 
Treasury for the depositing of money which has been collected or received in 
trust for purposes that are not applicable to any other fund.

There are two kinds of accounts within the Special Deposit Fund:

 l.	Unclaimed trust monies which consist of undelivered state warrants, 
	undelivered agency checks, State and revolving fund agency checks 
	outstanding for more than two years, trust agency checks outstanding 
	for more than four years, or unclaimed deposits.

 2.	Accounts for undesignated funds collected from federal or local 
	governments or as gifts from others.  Special approval from the 
	Department of Finance is required prior to acceptance of such a gift.

Under normal circumstances, only the first kind of account is used by CSU 
campuses.  The second kind of account is used primarily by agencies that do 
not have their own trust funds.

 6.	Receipts

	Normally, the CSU does not receipt monies directly into the Special 
	Deposit Fund.  A Controller's Remittance Advice is used to remit 
	unclaimed trust monies to the Special Deposit Fund.

 7.	Disbursements

	Reversion and withdrawal of trust deposits from Special Deposit Fund 
	will be in accordance with the State Administrative Manual (SAM) and 
	Government Code as referenced above.
