This figure is inserted automatically by the computer and, as previously 
indicated, represents the dollar amount to be used in either increasing or 
decreasing expenditure levels.  After the detailed request incorporating the 
increases or decreases has been prepared and submitted to the Data Center, 
this line amount should be zero or as close to zero as possible.

If a minus figure appears, the requested expenditures must be reduced to 
offset the deficit prior to submission to BPA.
