Federal regulations and sound fiscal management practices require the 
production, receipt, and retention of a wide variety of records to substantiate 
all activity pertaining to the NDSL fund.  Such records provide the basis for 
effective and efficient disbursement and collection practices and for meeting 
reporting, audit, and program review requirements.  See SUAM Paragraph
