2802  AWARD LETTERS

Prior to receiving and disbursing federal financial aid funds, an institution 
must establish eligibility to participate in Title IV (campus-based and Pell) and 
Department of Health and Human Services (Nursing) student financial 
assistance programs.  Eligibility is evidenced by the execution of a Program 
Participation Agreement (see SUAM Appendix BA 2981-ABS), signed by the 
Chief Executive Officer of the institution for Title IV programs. A similar 
agreement is executed with the Department of Health and Human Services 
for participation in the Nursing and Health Professions Programs.  These 
agreements must be retained by the institution for audit purposes.

Initial award letters are issued by the appropriate authorizing agency 
following the participation agreements.  Thereafter, award letters will be 
issued only after the institution has complied with the reporting 
requirements as discussed in SUAM Paragraph 2810 et seq.
