Quality Improvement Award Winners |
|
| While
the results of our quality improvement efforts are the true rewards
for our hard work in striving to make the CSU better, there are
those individuals and teams who deserve special recognition. Each
year, we recognize these individuals at the annual QI Symposium.
The recipients of the 2006 Quality Improvement Awards are as follows:
QI
Champion of the Year
This award recognizes the efforts of an individual who
has demonstrated leadership in the pursuit of QI on a campus or
throughout the system.
Winner:
Dr. Ming-Tung (Mike) Lee, Associate Vice President and
Dean for Academic Programs (former Special Assistant to the President),
Sacramento State. |

Dr.
Mike Lee provided leadership to a major campuswide strategic
planning effort at Sacramento State that established four
focus areas for improvement through the year 2010. Dr.
Lee played a key role in the evolution of Destination
2010 from the initial design to the development of the
process, framework, and communication structure. He was
also invaluable in planning, implementation, and promotion
in broad discussions and presentations across the campus
and in the Sacramento community.

As
a former chair of Management in the College of Business, Dr. Lee
was a valuable and effective leader, bringing credibility to an
effort that crossed all University boundaries. Dr. Lee was a critical
resource for Administration and Business Affairs as they built
Destination 2010 action plans for incorporation into the division’s
Balanced Scorecard. |

Champion Honorable Mention

| Awarded
to: Neal Hoss, Vice President for Finance and Administrative
Services CSU, San Marcos
|
| |
Vice
President Neal Hoss receives an honorable mention for
championing QI and the FAS division Balanced Scorecard
initiatives campuswide at San Marcos: His enthusiasm has
sparked an interest from other campus leaders to participate
in strategic planning so that they can achieve similar
results.
Neal
initiated a major change in the campus organizational
structure by creating a "Director of Institutional
Planning" position and administrative |

|
positions
in each division to address budget-focused strategic planning.
Neal’s enthusiasm and ability to communicate the importance
of QI has changed the landscape of the campus. |
|
QI
Facilitator of the Year
This award recognizes the efforts of a QIF for outstanding achievement
in leading campus QI efforts and serving as an educator and mentor
for QI. Winner:
Mishelle Laws, Assistant Vice President for Quality Improvement
CSU Long Beach |
| |
Mishelle
was responsible for the development and implementation of
the Balanced Scorecard for the Administration and Finance
division at Long Beach State. As a result of Mishelle’s
leadership, all of the division’s units have active
scorecards and collect and report data quarterly. For the
BSC, Mishelle defined and implemented division-wide metrics
and a process for data submission. Additionally, Mishelle
developed employee satisfaction surveys and managed a division-wide
employee satisfaction task force. She is also a member of
the CSU systemwide QI Planning Committee. |

|
Mishelle has been instrumental in recognizing winning performance
to build commitments, encourage teamwork, and strengthen loyalty
in the workplace. She has garnered trust and respect from all
levels in the division and has gained overwhelming support for
division-wide initiatives and activities. |
|
QI
Function Chair of the Year
This award recognizes the efforts of a QI Function Chair for outstanding
achievement in leading a QI function group’s efforts within
the CSU system.
Winner: Dirk Ruthrauff, Associate
Director, Student Health Center, Sacramento State

Dirk
chairs the systemwide Student Health Services function
group. His leadership has made the SHS group one of the
most prominent and productive function groups in the CSU.
Dirk
also initiated the use of PBviews at Sacramento State
and has become a critical technical resource for other
campuses, assisting SHS reps with data input and analysis.
|
|
|
| Dirk
led the effort to revise and create new SHS metrics and establish
meaningful surveys. Nomination Quote: “Under his leadership,
the SHS group has become a widely representative and cohesive
body, with a marked increase in campus participation.”
|
|
QI
Distinguished Service
This award recognizes the significant long-term contributions and/or
services of an individual who has been active in campus or systemwide
QI programs. Winner:
Scott Charmack, Associate Vice President, Physical Planning
and Facilities Management, CSU, Long Beach
|

Scott
has been a champion of QI since the 1990s. He was an early
proponent of the Balanced Scorecard and is influential
in advocating use of the scorecard to make improvements
across the Long Beach campus. Scott has implemented numerous
innovations and initiatives in Physical Planning and Facilities
Management that have served as models for other CSU campuses.
Scott also serves on the systemwide CSU QI Steering Committee.

| Because
of his leadership Long Beach is respected as the top in areas under
Scott's direction. Everyday Scott is either preaching QI or demonstrating
it through his actions and the actions of his team. |
|
QI
Team of the Year
This award recognizes a team-based QI effort using QI tools and
measurements, with demonstrated outcomes.
|
| Winner:
Employee Self-Service Team,
CSU Long Beach
The scope of the Employee Self-Service project was campus-wide.
The improvement process was thorough and included customers/stakeholders,
and the project resulted in measurable and significant outcomes.
Approximately 500 paper requests for changes of personal information
have been eliminated. The response time for leave inquiries was
reduced from 4 days to 1.2 days on average. |

Team Honorable Mention |
| Winner:
University Space Committee, CSU San Marcos
The scope of this project was campuswide and the process was data
driven. The outcome had a major impact on the San Marcos Space
Allocation process, as well as on campus communications about
space and staff morale. The San Marcos University Space Committee
has evolved into a high-performing consensus-building team able
to meet rapid deadlines and address long-range goals. The new
process replaces one that was opinion-based, inefficient, and
merely reactive. |

Innovative Practice
This award recognizes innovative practices that have a significant
impact on programs, make a major improvement in services, productivity,
or that advance a practice beyond the current standard.
This
is the first year we have recognized Innovative Practices. Because
we received so many excellent nominations (12 in all), the selection
committee chose three winners who were equally deserving of the
award. |

| Winner:
Recruitment Communications, James Maraviglia, Assistant
Vice President, Admissions, Recruitment, and Financial Aid, Cal
Poly San Luis Obispo |
| |
|
|
The
new recruitment process enhances communications with prospective
students and their parents, utilizing personalized email
to promote SLO, provide up-to-date information, and send
out targeted marketing materials. Since the program’s
inception, the campus has realized a savings of approximately
$150,000 in postage and close to $100,000 in publication
costs. Last year alone, the unit had direct contact with
over 100,000 prospective students (before they ever filed
an application) through over 300 points of contact.

Office
of Community Service Learning and Dawn Formo,
Chair, Literature and Writing Studies Department, CSU,
San Marcos
This
project required collaboration between three distinct
campus units, each with a different need, and resulted
in successful outcomes that met the needs of each unit.
The practice is sustainable (ongoing since 2003) and the
model is being used to develop other campus training opportunities.

This
project addresses an important CSU initiative—Time
to Degree. The project harnesses technology to improve
services offered to students and uses existing data in
CMS to enhance CMS student services. Thirty-two hundred
requests for Progress-To-Degree reports have been processed,
reducing that number of transactions handled manually.
This innovation is a model for the CSU because it integrates
student advising and student records. By building onto
CMS, CSULB Enrollment Services has interfaced important
datawithout shadow systems or manual processes.
