Monique Shay

Throughout her legal career, Monique Shay has represented California’s public educators, at every level, from P-12 to higher education. Early in her career, she was in private practice for a boutique education law firm, Ruiz and Schapiro, representing school districts and community colleges, and later at the Office of General Counsel for the Los Angeles County Office of Education (LACOE), in its diverse responsibility areas to school districts and charter schools, as well LACOE’s juvenile court schools, Head Start program, and SELPAs (special education local plan areas). Ms. Shay has worked in the California State University Office of General Counsel, as University Counsel representing the Fullerton and Bakersfield campuses, and on the campus of the University of California, Berkeley, representing the campus in legal matters and supervising the ADA and Discrimination investigative/complaint offices. Since 2008, Ms. Shay has been the University Counsel at the California State University Fullerton campus. She is also currently assigned to the Office of General Counsel’s Academic and Student Affairs team and serves as the resource attorney for HIPAA, Affirmative Action, Title IX Discrimination, Harassment and Retaliation and Title IX Gender Equity in Athletics.
